B、Declaration of dangerous goods for packing
After approval by the shipping company, the pre allocation information will be sent to the booking agent. According to the cut-off time specified by the shipping company, it is necessary to arrange the packing declaration work in advance.
1. Firstly, communicate and negotiate with the customer regarding the packing time, and after determining the time schedule that meets the customer’s requirements, arrange for dangerous goods vehicles to pick up the goods on time. At the same time, coordinate with the dock to make an appointment for port entry. For goods that cannot be stored at the dock, they need to be lifted into a dangerous pile, and then the dangerous pile should arrange for the goods to be transported to the dock for loading. In strict accordance with maritime declaration requirements, professional training and qualified loading supervisors (loading supervisors must have participated in maritime examinations and obtained certificates, and have completed registration with Taicang Maritime) should be arranged for loading operations.
2. During the packing process, it is necessary to take careful photos, including three photos with the supervisor before, during, and after packing, to ensure that the entire packing process is traceable.
3. After all the packing work is completed, it is necessary to declare dangerous goods to the maritime department. At this point, a series of accurate and complete documents must be provided, including the “Safety and Suitability Declaration Form”, “MSDS in both Chinese and English”, “Identification Results Form for Dangerous Goods Packaging Use”, “Identification Report on Goods Transport Conditions”, “Packing Certificate”, and packing photos.
4. After obtaining maritime approval, the “Declaration of Safe and Suitable Transport of Dangerous Goods/Pollution Hazardous Goods” should be promptly sent to the shipping agent and company to ensure the smooth progress of the entire process and effective transmission of information.
C、Customs clearance on board requires the following documents for dangerous goods declaration
a. Invoice: A formal commercial invoice that provides detailed transaction information.
b. Packing list: A clear packing list that presents the packaging and contents of the goods.
c. Customs declaration authorization form or electronic authorization: a formal power of attorney authorizing a professional customs broker to handle customs declaration procedures, which can be in electronic form.
d. Draft export declaration form: a preliminary completed export declaration form used for preparation and verification before customs declaration.
e. Declaration elements: Comprehensive and accurate cargo declaration information, including but not limited to key elements such as product name, specifications, quantity, etc.
f. Export electronic ledger: Hazardous chemicals require an export electronic ledger, which is a regulatory requirement for dangerous goods but not classified as hazardous chemicals. If it involves B, an export electronic ledger is also required.
g. If customs inspection is required, it is also necessary to provide the “Declaration of Safety and Suitability for Transport”, “MSDS in both Chinese and English”, “Identification Results of Dangerous Goods Packaging Use”, and “Identification Report on Goods Transport Conditions”
