[Urgent Reminder] New Acceptance Policy for Identification Reports on China Cargo Airlines (CK) Flights

Important policy change by a major carrier — please take action in advance to avoid cargo holds or delivery delays!

Core Change (Effective October 1)
Effective 00:00 on October 1, 2026, China Cargo Airlines (CK) flights will no longer accept the “Transportation Hazard Classification Identification Report” issued by the Shanghai Institute of Measurement and Testing Technology.

Scope of Implementation:
  • • For new bookings made after October 1, shipments with reports from this institute will not be accepted and will be directly returned upon arrival at the airport;
  • • Shipments already handed over for carriage before September 30 are not affected by this new policy and will be shipped as per the original procedure;
  • • Shipments booked before September 30 but not yet handed over must have a compliant report replaced prior to delivery; otherwise, they will still be rejected.

Correct Course of Action
If your shipment currently only has an identification report issued by the Shanghai Institute of Measurement and Testing Technology, please follow the steps below:
  1. Immediately switch to another report-issuing institution that is officially recognized by China Cargo Airlines;
  2. Re-apply for and obtain a new valid identification report;
  3. Book and deliver your cargo using the new report.

Note: “Switching channels” here refers to changing the report-issuing institution, not changing your freight forwarder or mode of transport.

Must-Do Self-Checklist Before End of September

Please immediately verify the following three categories of cargo:

Booked but not yet handed over Must obtain a compliant report before delivery
Not yet booked Directly apply for a compliant report before booking

Please allow sufficient lead time for report processing (typically 3–5 working days). Do not delay until the last day, to avoid return or flight delays due to non-compliant reports.

Operational Recommendations

As of September 8, 2026, no officially updated list of recognized institutions for the new regulation (effective October 1, 2026) has been found on the China Cargo Airlines official website or public channels. We recommend obtaining accurate information as follows:

  1. Contact China Cargo Airlines directly or their authorized sales agents to request the latest version of the “Approved List of Testing Institutions” — this is the most reliable approach.
  2. Directly consult previously recognized institutions such as CEET (China Electric Appliance Research Institute) and CVC Weikai to confirm whether they are still on China Cargo Airlines’ approved list.
  3. Monitor the China Cargo Airlines official website or official notification channels for any future updates to the approved institution directory.
